Why starting with Bhutan?

India being a member of  the SAARC, has a duty to listen to all the other  SAARC nations. Being the largest among them, it has to help other SAARC nations  in their developments. The India –Bhutan talks ,a few days back, has resulted in establishing smooth bilateral ties and made Bhutan its first friend.  This move of India is an initiation of controlling border issues with neighboring nations.
